How much does a web designer charge to make a website template? I need to know an hourly fee, down payment fee and any other charges….And then how much does a designer charge monthly if they wanna take care of the site maintainence as well?

It varies from designer to designer. Your best bet is to narrow your choices down to three or four who have produced sites that you like, and interview them. Find out their rates. Weigh the pros and cons of each, and make your selection.

It is vary by type of template you want, also depends on which script you will be using it for. For Example, you want it for some php CMS Script, Forum script etc.
Average Rates are from $25.00 per Hour. Site Maintenance is something web designer will not do in general unless you let them handle all your hosting and design stuff.
Best thing is to go on getacoder.com or getafreelancer.com and put your project for bids and all designer who are interested will give you quote on it, and it will be cheap.

Depends on a lot of factor. If you would like to make a simple design and just code in html/css would take more less than the development of a template for a CMS like joomla with a high quality design. Maybe the first task could take around 10 hours and the second would need different professional (graph designer for web design, and programmer for the template development) and would take around 40 hours. Maintenance could be done by the designer if know HTML/CSS. If the site is done with a CMS, he should know it (PHP/MySQL). A better idea is to do the design first and then the website with a programmer who maintain the site after finish it.
In the company where i am working the hourly fee for these types of task are near the usd 18 right now. You have to pay 50% of the estimation in advance. You don´t have other charges.
